The million-dollar question: Will any of this legislation be resurrectedin 2026? Most likely - teeing up the 2026 session to be stacked with burdensome legislation on businesses. There were over 1200 bills filed during the 2025 session and only 194 have passed the legislature and are waiting for the Governors signature. The Governor will have 20 days from the end of the session to sign, veto, or just letthe legislation die without a signature. NMPMA Legislation dead in 2025: HB 11 - Paid Family & Medical Leave Act(Financially burdensome on small business) HB 246 - Increase in Minimum Wage - Increase to $17 an hour with annual adjustments. HB 392 - Single Use Plastic Bag Use: Prohibits using single use plastic bags. HB 417 - Tax Changes: Added a new 6% liquor tax to be implemented at Retail locations. This new 6% tax would be on top of an existing wholesale tax, GRT tax, state tax and federal tax.HB 478 - Changes Liquor License Transfers: Changes criteria governing thetransfer of liquor licenses. Very costly to already existing established licenses.HB 522 - Wage Increase for Certain Employees. SB 4 - Clear Horizon & Greenhouse Gas Emissions: Establishing standards for statewide greenhouse gas emissions.
