b'2025 State ReportPost WPMAEXPOCardlock Bill HB 3478:In addition to our ongoing work on the gasstation price posting bill, we have a second hearing on a very important bill coming up on April 8th. This is Rep. Javadis card-lock bill (HB 3478), which would remove the minimum gallonage requirement to use a cardlock facility in Oregon. The bill also lengthens the license period from one to three years and changes the fee structure to match the license. HB 3478: Representative Javadi Removes minimum gallonage require-ment to use a cardlock facility Removes any requirement that a cardlock card holder provide proof of business Requires cardlock owner to provide safety materials butno longer require an attestation that they received train-ing." Also removes that requirement from audits.Clarifies that audits will be done every 3 years and safetyinspections annually.Puts a fee cap of $900 for a 3-year license (currently $300 per year). (Leaves the fee amounts the same.)We are hopeful to pass this bill this session with support from Rep. Javadi.Transportation Package:We expect the Co-Chairs of the Joint Transportation Committee to release a framework of a transportation package within the next week. This has been delayed all session and time is running out to put together a package for the 2025 session. Constitutional Amendment Clean Air, Water and Healthy Environment (SJR 28): Last week the Senate Rules Committee held a hearing on SJR 28 which would be referred to the ballot, and proposes to amend the Oregon Constitution to establish a fundamental right to a clean, safe and healthy environment. As designed, the consti-tutional amendment would open virtually every businessand perhaps every personto lawsuits given its broad aims to createinherent, fundamental rights to a clean, safe, and healthy environment.
