Idaho members had a full agenda
for the IPM&CSA Member meeting in
Las Vegas. Thanks to everyone who
joined us for a briefing on legislative
issues impacting our industry during the
2026 legislative session. Here’s what’s in
play at the Idaho Statehouse:
The issue that dominated all our efforts wasn’t even happening at
the Idaho Statehouse, but 350 miles to the SE at the Utah Capitol
building where The Speaker of the Utah House, Mike Schultz,
was hellbent on imposing a 24 cent per gallon export tax on
Idahoans. This very bad idea, both in policy and concept, got the
immediate attention of Idaho’s elected leaders, business, industry,
agriculture and natural resource communities, consumers and
families across the state. We swung into action to gather support-
ers to vigorously oppose the Utah fuel export tax. Our elected
officials, especially legislative leadership, quickly joined
the fray by introducing HJM12, HCR34 and H943 to send
a message to our neighbors in Utah. News coverage in
Idaho and Utah let everyone know what Utah lawmakers
were up to. Not surprisingly, Idahoans were none
too pleased with the prospect of a $250 million tax
increase that benefited Utahans.
IPM&CSA led the charge to head off this threat.
And we are happy to report that in the end, Utah
leaders came to their senses and altered course,
withdrawing their original proposal and replacing
it with something of no harm to Idaho. The dust
finally settled, but not without a heated battle,
over the airwaves, in legislative chambers and
behind the scenes. Thanks to Idaho leaders for
recognizing the threat and stepping up.
See below for other issues in play at the Idaho State-
house: Cash rounding, vape tax and regulation, SNAP
benefits, kratom and then some. Throw in the usual
bills on taxes, transportation and lottery, and we had a
full agenda. We appreciate everyone who joined for the
brief Idaho member meeting, for supporting the EMA PAC
and for providing input and guidance on what is important
to our industry at the Idaho legislature.
